Who shout lies and people other than them copy them?It seems that people are afraid to punish kids or complain about them because they are real bosses and parents are unwilling to take action because of fear of upsetting children who go unpunished and rewarded for crimes.

Why yes, you can follow the warm, uplifting example of the righteous prophet Samuel, who prayed to god to send bears to eat some children alive, who had called him baldy.
Or maybe the words of the Psalmist who says 'Happy shall he be who dasheth thy young ones against a rock'!
